Grandmother could certainly speak it as well as understand it. At first, Tangle could understand all the animals said, but could not repeat a word of it. But after Tangle and Mossy left Grandmother and set out on their trip, they "soon learned enough of their language to ask them necessary questions."

Well, you're pretty much describing Tangle during a very restricted timeframe (before she set out on the trip with Mossy), then, because we aren't told of any time when Grandmother or Mossy "could not speak it although they understood it."
At what point did Mossy taste of death, and what did that enable him to do in traveling on to where Tangle awaited him?

First off thanks for going along. Of course as usual your absolutely correct. Anyway, now to answer your question: Right, after mossy was given a bath by the old man of the sea. It allowed him to walk on water.
