Okay, this doesn't fit the moons without tides, part... however, there are twenty fingers and toes, ten of which like to hide in shoes...and skin needs oxygen.

Ahh but Karenee it does fit.
Twenty moons -without- tides that means they are not real moons that have gravitational pull...
there are ten hiding in the shoes...
and pushing back your cuticles so the moons can breathe keeps them healthy...
The answer is indeed fingers and toes, or more specifically fingernails and toenails.
