Lord Drinian said this to Caspian X. He was with Prince Rilian when they met the Green Witch in one of her guises that charmed the prince. Drinian felt she was evil, but said nothing to the king about the encounter. Later, when Prince Rilian rode out alone and failed to return that day or night, Drinian went to the king with this confession.
